No doubt the raising of a very exorbitant tax … justify resistance in the people. … Government was established to defend the property of the subjects, but if it come to be of a conterary tendency … resistance is to be made if the consequences of it be not worse than the thing itself. … Mr. Locke says that when a sovereign raises taxes against the will of the people resistance is lawfull … Exorbitant taxes no doubt justify resistance, for no people will allow the half of their property to be taken from them; … if they have any degree of moderation people will not complain.

Assim, nada tem a haver em sermos, ou não, um povo de "brandos costumes".
Com "eles ou sem eles no sítio", a "coisa" vai-se dar.
Além do mais, a constatação de Adam Smith não era só válida para o séc. XVIII, aplica-se que nem uma luva ao séc. XXI, também.
